Conformance target
Civic Suite is designed to meet WCAG 2.1 Level AA and align with the U.S. Department of Justice Title II web accessibility rule for state and local governments. Template pages, navigation, forms, and staff dashboard components are tested for accessibility before release.

Known limitations
- Uploaded documents (PDF, Word, etc.) — files uploaded by city staff are the municipality's responsibility to make accessible. Civic Suite does not automatically remediate uploaded documents.
- Third-party embeds — maps and external media may not fully conform until the provider updates their widget.
- Dashboard charts — staff charts include a "View as table" toggle for the same data in an accessible table format.
Technical measures
This site includes skip navigation, landmark regions, visible keyboard focus, programmatic form labels, automated axe smoke tests in CI, and eslint jsx-a11y linting. Prospect city palettes are validated for contrast when generated via the demo factory.
